CIGA is seeking a full-time Business Analyst for our CIGA family. We are seeking a candidate that possesses enthusiasm, professionalism, and strong customer service skills to represent our Association who is located in the state of California.

The Business Analyst (BA) interacts directly with stakeholders (including vendors and liquidators) and business users and all members of the team, acting as the conduit between stakeholders and users. The BA is involved in the software development life cycle within CIGA in connection with software implementations, software releases (including managing releases as designated) and escalated user support issues. The BA works closely with Software Developers to determine business functional requirements, screen layouts, master data and time sensitivity requirements. The BA creates and executes tests for newly developed software use cases and/or design changes to ensure that the newly developed or modified changes were implemented correctly and meet required specifications and performance requirements. BA’s at CIGA also function as data analysts interpreting data using a variety of techniques.
Primary Responsibilities:
Serve as a liaison between business users and stakeholders (including vendors and liquidators) and IT technical team and vendor technical team in connection with software implementations and software releases.
- Understands business unit’s objectives and processes in order to make educated recommendations.
- Interviews business users and writes detailed descriptions of users’ needs, program functions, change specifications, reporting requirements and steps to develop/modify/enhance computer applications.
- Responsible for the delivery of business requirement documentation.
- Designs and writes test scripts and executes test criteria, assists users in testing, and provides documentation related to findings and the developed code base.
- Supports implementation and training activities.
- Delivers technical assets and services that are required to pass through various lifecycle phases such as planning, design, development, testing and deployment and is responsible to ensure that deliverables meet the needs and expectations of CIGA’s internal and external stakeholders (Users).
- Supports implementation, documentation and training activities (including User Acceptance Testing) for support software and major system/software updates to CIGA User dependent systems as required.
- Works closely with CIGA Developers to assure that business requirements are clearly understood throughout the development cycle.
When designated, serves as release manager for software releases.
- Supports users when requested to build business cases, risk assessments and project scopes, and development of plans for changes to CIGA’s business systems.
- Works in coordination with the IT staff to schedule required resources to roll out new major and minor releases.
- Serves as day-to-day manager of the release process and drives day-today prioritization of work. Understands the Agile methodology and the tools and processes to support it in software development. As part of the Agile methodology the BA works with developers to obtain project estimates.
- Meets with users on a periodic basis to provide status updates of production issues and enhancement projects.
Performs advanced user support on escalated issues from the Help Desk or from other business units or vendors by evaluating cases and solutions when requested to provide day to day production support and monitoring.
Performs data analysis and reconciliation with an emphasis on data cleansing and where appropriate programmatic data uploads.
- Interprets data using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining.
- Understands value of data and ability to prioritize among competing data cleansing tasks.
- Assembles data, including cleansing of data for complex reporting projects.
- Programmatically posts transactions on claims when requested by Management.
Provides training to peers so that they will be backed up during any leave of absence.
Performs data analysis on inbound records and imports these records into CIGA’s production systems.
Develops Technical Design documents and estimates for the work effort and describes how the various components fit into the overall Technical Architecture.
- Describes, documents, and maintains the overall Technical Architecture of CIGA Systems.
- Determines and documents the technical aspects of a solution to be implemented.
- Ensures that technology to be implemented fits into the overall IT Strategy of CIGA and the skills of the personnel.
Evaluates and recommends open source/free and commercial software to ensure that the applications are developed securely and using best practices.
Translates business requirements into stories (scenarios, features) and associated test cases for development.
Creates prototypes to confirm implementation feasibility, technical environment, performance, and scalability.

Position Knowledge and Skills Requirements:
Education: A high school diploma required; Baccalaureate degree from an accredited college or university preferred, but not required.
Experience: Minimum of 4 years of experience in web application programming
Special Knowledge: Strong background in claims operations is recommended. Must possess highly developed analytical skills. SQL programing skills are a big plus. Must have sound working knowledge of the Microsoft Suite applications.
Skills: General understanding of capabilities of packaged claim system and Imaging applications and in-depth knowledge of CIGA’s claim and imaging applications.
- Demonstrated knowledge of various SDLCs, including Agile, as well as support activities such as Release Management and Change Management.
- Effective oral and written communication skills with the ability to plan, prepare, and present material effectively, as required, to achieve the accountabilities of the position.
- Experience with data analysis tools.
- Ability to plan for and organize personal workflow, including multiple tasks simultaneously, related to the accountabilities of the position.
- Self-motivated and ability to work independently with moderate supervision.

The 2024 salary rate for a Business Analyst is based on market pay grades and, on the candidate’s, specific experience, skills, education and training.
This is an exempt position. Pursuant to state and local laws the pay range for this position is $123,190.00- $184,870.00.
